Because users are asked to choose a layer, you should short and concise words, written in singular or imperative language.
👎🏾 Do not name your layer with a plural, like "trees", "bicycle lanes", "neighborhoods"
👎🏾 Do not name your layer with a question, like "would you like to mark a tree**?" "report harassment?**"
👍🏾 Instead, say something like "mark a tree", "report harassment", or use plain singular language like "tree", "bicycle rack", "street light".
